Default Engine flooding (d15b7)

For some reason my car keeps flooding out if it doesn't stay above 1500 rpms. I'm trying to figure out what the problem might be. If I hold the throttle down and keep it in the higher rpms it runs good. However when I let it idle it's idling around 300 rpms and eventually floods out.

Not sure if this will help, but my spark plugs are black, like basically charred, and they're covered in gas everytime I turn off the engine. The plugs are brand new, and the gap is set correctly.

One thing I was thinking is my valves are out of spec, could this possibly not let enough air in and cause the engine to flood? I get a CEL sometimes, but not always. Like I said, the engine runs great if I keep it above 1500. Any help would greatly be appreciated!

check to see how much psi are you getting for fuel you might have a faulty regulator or something...

Ah yes, totally forgot about checking psi. I will give that a shot tonight, thanks! Anyone else, feel free to suggest anything. Just looking to get this mess fixed.
