Default B18C1 Not engaging VTEC. New Solenoid/Oil Switch. NO CEL. New Harness

I have 1998 B18C1 OBD2 w/ 66k miles. I has this motor in my EG and ran fine and engaged VTEC. Then i put it on boost. When i drove it all motor before putting it on boost it popped vtec. It came out of the shop on boost. ON same computer /chip everything the just a boost kit. NO VTEC. Motor had no CELS. So i sold my shell took off the boost. Swapped same motor into my EM1 all motor. Still didnt pop vtec. My friend changed the vtec solenoid and pressure switch to eliminate it. STILL no vtec. I took it to a shop they checked all electrics to the harness and ecu and they said its the motor itself and no the ecu or wires. I double checked it myself true. They told me do an oil change. Today I did the oil change and again NO VTEC. Car has new oil and filter. Mobile 1 5-30. What do i need to change or check next?

ALSO my vtec is set 5k grand. When you run it off of first and second it wont pop VTEC and it wont throw a CEL after 3rd Gear u get a CEL around 5.5k + and the CEL is 22. It did this on boost as well. After the code pops the car runs sluggish unless u turn it off then on again.(DID it on both cars). So whats causing my VTEC not to engage? It has to be something with oil pressure.

MY car.
2000 Civic Si
Si harness
OBD2-B Jumper Harness ( 2nd one replaced the other one today to see if the harness was the problem).
P72 Phearable chipped (Put it on another car and it pops just fine.)
MY motor.
1998 B18C1 OBD2
Intake,Intake Manifold and Exhaust.

Motor has never been opened.

coolant wires from the iacv to the throttle. some **** like that. give the car all the coolant it needs and make sure you dont bypass the lines or plug them to wrong place. just fixed my v-tec today it was becuz my coolant line were going to the wrong place. happy me now i hear and feel v-tec.

You're only supposed to have 7v going to the solenoid.. 12v is like putting a toggle switch on one....

So are all your plugs plugged in?? I know one of my sensors were unplugged and my vtec wouldn't come in on my b16...

Not trying to thread jack but im having a similar problem. CEL22. SUX. I read the pressure swith and it had like 11.3 or 11.4v. IS that bad? and it only does it at high rpms and mostly on 3rd or 4th gear. In my 97 ej8 with a OBD2 Gsr swap.

Dont know if youre still having this problem, but if you have a dented oil pan, this could cause the problem.

do you have an ecu that will open up the secondaries on the gsr intake manifold?

secondaries doesnt matter.. you can run with the sensor plug in or not it will not give you a check engine light.. besides if he doesnt wire the IAB sensor plug then the valves will automatically stay open. So I doubt it has anything to do with the Iab or dual butterfly sensor.
