Default Issue with cold?

I have a 95 DX with a D15 engine. Lately the temperature has been down to 0, if not -10. My car starts, and idles for around 10 minutes before it floods itself out. And after that it simply will not run..even if I give it a while and start it again it will do the same. It ran just fine when the temperature was 30 or above. I was wondering if maybe something is wrong that would cause it to pump more gas then needed if it's cold outside?

Edit: Today I'm hoping to get it into a friends heated garage and see if it will still run just fine in normal temperatures. I'm really hoping it's just something with the cold, but you never know.

I have not tried "dry gas." I just looked it up and saw it's a fuel additive. I will pick some up tonight or tomorrow and try that. Thanks for the reply, I hope it fixes things!
