The only way I've been able to remove lug locks of this type is by welding a nut to the top of the lug and taking it off that way.
If you pack the area around the lug you're working on with wet towels, you won't damage the rim (unless they're really, really countersunk).

Sears usually has a thing that looks like a damn alligator's mouth It just digs into the side of the lug and lets you take it off.

You dont, you get new lugs

Another cheap way is to hammer a socket on it and hope it takes it off.

Sure, if they want them bad enough
If they stole the whole thing, they'd have all manner of time to work on it.

what i did on a car one time was took all the other lugs off then pryed the wheel away from the hub as much as i could and cut the stud off with a airsaw

pain in the *** but it worked

and i only had one broken lug, that might not work for you since you said you have two damaged

i would try the welding idea that sounds like it will def work

got a easier way i guess, use a drive extension a slighty bigger size than the original tool. hammer it in half way n then use a power tool or manual tool

there is no stopping a determined thief. The best thing you can hope to do is to slow them down enough that they decide it's taking too much time and give up.

i want to buy that tool, u know a place i've seen it u stick it in the hole hammer it, and the it grips itself from the inside of the lug so it could be easier to take off

eh, whats the difference if they trash it or steal it and you never get it back anyway?? I'd rather deal with a trashed car than a car you'll never see again because even if your insurance says it's a loss at least the thieves didn't get anything out of it.

there are always a whole bunch of those "what if" type situations.
