Jack the car up, look up from underneath and see if you can reach that lever.

If it is just stretched out, you could try having a friend push down on the hood while you pull the cable and you may get it to pop up. When my latch was maladjusted for a C/F hood I had, that'd work.

had the same problem a while ago,
i thought that it was the cable but you just need to adjust the spring preload.

Make sure the groove in the sheathing on the cable (in the driver's footwell) fits into the groove in the hood release lever bracket. Then use pliers to pull hard on the cable end. You may have to use a jack to pull it hard enough. Then thoroughly clean (w/PB Blaster, say) and lube (with white lithium grease or silicone spray lube) the latch at the hood. Test without fully closing the hood. If it is persnickety, replace the cable per http://honda.lioness.googlepages.com/hoodreleasecable.

Online, a new OEM cable runs $35 + ridiculous shipping costs. It will be more at your local dealer. My junkyard cable (which I tested before removing and buying) works great for $6.

This is a very common problem.
