Default Clutch master cylinder

I was curious if you guys have a black rubber thing in your master cylinder. Does anybody know what purpose it serves? And if its ok to remove it? I have that in my car and I cant put much fluid into because it will spill out, and I am a bit concerned with it having very little fluid.
