wikipedia is your friend.

A multi meter is a tool used in electrical diagnostics/testing, etc.

Multi, as in different uses- testing resistance, voltage, amperes, temp, etc etc etc

replaced my main relay and it still doesn't work, everytime i turn the key it blows the F/I fuse under the hood, i unplugged the felpump and it still did, so i unplugged the relay and no blow on fuse, so i'm thinkin inbeteen there.

to check for a short/bad wire- Put it on ohms (omega symbol) put one lead on one end of the wire and the other lead on the other end of it. If it shows 0.00 then its great. that means theres continuity (that means there is un-interrupted flow through, its always best to have 0.00 in a piece of wire). If it show higher than 0.00 or 0.10 then something constricting flow (possible corrosion, bad connection, hole in wire or something) that means not all the power is making it through the wire. If you have "ol" or "oL" or "--" or something like that it means the wired shorted, broke, it cut somewhere and no power is making it through. Another way to test a short is to put a meter lead on the wire and the other on a good ground on the chassis/body and if you get continuity then it has a short to ground somewhere in the car.
