Towing Fees????

Towing Fees????
so as some may know... my R was swiped about a month ago (not insured, please don't ask why) and was located in Oakland TOTALLY stripped...
So now i'm just trying to forget about it but is seems that i'm liable for towing and storage fees totalling 600 bucks... and I LOSE the title.... does this make any sense to anyone? Is this normal? If I reclaim the car i believe the fees are 700+...
So just to recap... my car gets stolen... the city recovers the frame... i pay the towing and storage fees. They really get you when you're down...
