Default 1998 d16y7 Civic: CEL

I have d16y7 with a cheap headers. There are 2 o2 sensors holes on the headers and downpipe.
I have been having CEL: p0420. How do I get rid of it(cheapest way)? I cant find a used y7 cat anywhere.

(I did not put the headers there in the first place.)
Already try to reset it but it keep coming back!

The cat on the Y7 is built into the exhaust manifold.
