CEL 67 - Cat Converter...whats causing it?
The car is a 98 Civic DX Auto.
The exhaust manifold was cracked, so I had it rewelded. I though maybe it was causing it to throw the CEL. But it's still giving me the CEL.
What is causing it? Secondary o2?

its your cat. alot of the 96-98 DX,LX cars have clogged cats and if your vehicle is under 150,000K then you qualify for a free service to replace any parts needed.
my 97 dx was throwing the same code, took it to my local honda dealer, they serviced it for free which included new header, cat combo.
i asked them what was the problem, n they said that alot of these year civic have bad cats n get clogged, thus not allowing the second o2 sensor to read properly.

you need a new cat, I sugest getting a cat from a EX civic and upgrading the header while your at it, that type of cat is cheaper and will last longer. You can go aftermarket, Eastern or magnaflow make good bolt up cats, or find a used EX cat on HT
