First off, $750-$1000 won't get you much.
When replacing rings, you'll need a fresh hone. Depending where you go, assembly will cost anywhere from $300-$500 unless you know someone who will reassemble your short block for you. Your engine builder should be able to tell you if your cylinder walls are warped, or any other damage besides the rings.
While you're at it, check the main/rod bearings and replace if needed. I recommend checking the water pump and oil pump as well as the front main seal, gaskets etc... Unfortunately, by the time you're all done, you'll realize you've spent more than what you intended. However, water and oil pump replacement is relatively easy if you're competent.
