Default question regarding legalities of car sales

Locally there is a shop and behind there is a CR-X that I am interested in buying. I spoke with the shop owner and he said because the bill was not paid that I could buy the car for what the amount was on the bill. He told me to go talk to the local DMV which I did. They told me that because the car was there longer than 120 days(it has been there a year and a half and this person has not touched it or called about it.) a mechanics lien could not be filed.

I am in NC by the way. I am wondering if anybody knows how to go about locating the owner to see if they will sell it or any loopholes on this.

I have tried to get the DMV as well as the tag office to give me contact information for this person but they say it is against the law.

I know I should find another one probably but this one is in super good shape including the body. Other than one small rust spot on the hood it looks darn near perfect. It is the color scheme I want also, red exterior and black interior. The driver's seat is not even ripped and its a 1989 model!!!!

let me know if you guys have any insight.

I guess the title is terrible but I'm sure somebody knows how I can legally buy this car...

I am basically just trying to figure out how to get in touch with this owner to see if they will sell it to me but nobody will provide contact information and the shop no longer has it as they have upgraded their computers and lost some data during this.

See if the registration is in the glove compartment, there should be a name and address on it. Or at least thats how it works here in Canada.

im confused why a lein cant be filled just cause its been there for 120 days?

this too confuses me. The DMV guy was sort of a dick about it but he basically stated that there's nothing further that can be done and that he would not provide me contact information... He said that because the lien was not filed within 120 days of the non-payment of the service there was nothing further that they would be able to do. When I asked him to give me the contact information he said that was against the owners privacy. There's not a listing in the phone book under this person's name and there's no registration... I guess i'm out of luck.

we did check that and there was for some reason no registration card to be found in the car... I found an envelope with the owner's name but like I said, no phone number in the directory...

I think you can fill something out about an abandoned car and get it for free if nobody clames it.

depends on you local laws but I know some one who picked up a car with no title and went down to the dmv filled out some paper work, the dmv sends off a letter to the last owner on the title if they dont respond after a month or so they will give you a new title.

Try calling the DMV (again) or the Police. They are going to be the best people to talk to...

Thanks guys. I will call the sherrif's department here tomorrow and see what they recommend. I know a few of them so maybe they won't be as short with me as teh DMV office was.
