Would there be any problems by using a stage 3 clutch and 8lbs flywheel with a stage 4 pressure plat on a D15b turbo set up

No, you might get some chatter if your using a pucked clutch though.

why? what would be the issue of using a puck disc?

its not a issue, its just something that happens when you use a puck clutch more so than a full disc. I had a act 6 puck and heavy duty pressure plate in my z6 turbo, as you drive it you'll learn how to reduce chatter with your driving habits. Its nothing bad or to be worried about, thats just something you get with a puck
