Default gas pedal question

OK, i searched variations of this question with nothing to show for it so time to ask the guru's. I have a 99 Civic EX with a GSR swap and the stock EX pedals, but both i and my technician friend feel that the gas pedal is not going all the way to WOT due to the plastic piece in the back of the pedal. Is there a way to fix this? Should i swap in an GSR gas pedal or just shave the plastic down? Any help is appreciated.

type-r cable, the idle is fine, there is no softness in the pedal, the pedal goes all the way to the floor but it seems that the TB is not going full open at foot to the floor.

Then adjust your cable. I've never heard of anyone having to file down their pedal.

Right, at the TB end. Should be very simple, the nuts are 12mm IIRC.
