94 civic dx wont start

My bro lives an hour away and i havnt been able to get to his house. Car is completely stock 180k on the clock. Car has working lights, radio, etc. but when being turned over it doesnt start or make a noise at all. He put in a new starter and that wasnt it. I told im possibly a relay/fuse went bad, ground. Anyone else have input? Lights arent dim so battery seems to have good charge (untested) The car also roll starts (letting clutch out while rolling in gear) Any advice? Im on google right now but mostly see peoples cars turning over where this one isnt doing anyting.

Yea, if the car starts when you pop-start it (letting clutch out in gear) then it's a problem with the starter. Either the start isn't getting power or isn't grounded properly. Start checking the fuses and relays associated with the starter.
