Default IACV removal problem

I have a 99 civic Ex, My IACV is bad. I took three of the 4 bolts out. the IACV is on the bottom of the throttle body. Is it nesscessary to remove the Throttle body to get the IACV off?

You shouldn't have to remove the tb, if you removed the correct bolts it should pop right off
