96 Accord EX idle problems
My accord is idling fine right when I start it but after its warmed up it begans jumping from 1k to 2k over and over. I noticed a broken hose that goes from the air intake hose to a part underneath my throttle pulley.
What is this part that is underneath the pulley and could this be the reason for the bad idle? Is it an easy/cheap fix?

What your probably looking at is the Idle Air Control, which could cause the RPM jumping problem your describing. Your description is a little unclear but I'm almost positive that's what your looking at.
Here is a blurry pic. kinda hard to take a pic at night with bad lighting. You can see where the hose from the intake goes, that part is broken and stuck in the hose itself. The part looks like it only has two screws holding it in place.
No, It's gotta be a 94-97 Accord. There's three 10mm that holds it under the TB. Take off your Intake Assembly and strut bar(if any) and what i did is used a 10mm wrench since the spot down there is pretty tight and not much to work with, once you get those three bolts off, remove the coolant hose and take it out. Then go to a Junkyard and get a 94-97 FITV or TB(if money isnt a problem). When you get the new FITV, you'll want to adjust the white wax ball inside the bronze plate just in case you'll have a Surging Start Up, the DIY is listed in the FAQ section for the accords.

nuss dog, you are the DOG! or the MAN. Exactly the right info. One thing I would do if you buy the TB Throtle body, I would clean it good while you have it off of the car.
