Problem: US gsr going to US itr pistons: HOW DO I TUNE IT?

First and foremost, I have a 2000 integra gsr. I live in louisiana. I am in the works of putting my motor back together to go into my daily driven gsr integra.
Next, to be able to pass inspection here in La, each car 96 year model and newer must be checked via the OBD2 inspection station scanner (I know, we own a station. No way around it.).
Now, knowing that, how can I convert to OBD1 to use the wonderful ROM editors available and still pass inspection? You know, the damned OBD2 scanner will be looking for OBD2 based info and will get "pissed" since there is an OBD1 ecu in there.
Therefore, how can I raise my compression this high (from 10:1 up to 11:1, or up to 11.5:1) and not have problems without going into the ecu? Even with 93 octane fuel, I just feel that I will detonate and/or have other problems. I just don't think things will hold up. I also will be putting in a set of CTR cams. So that should sort of, when in vtec, cut down on the dynamic compression a little.
Injectors? Raise fuel pressure? What do I do? I've never had an OBD2 car LOL.

Just run the stock OBD2 ecu for a couple of days before the smog test and you should be fine. The rest of the time run an obd2B to OBD1 jumper harness and a properly tuned OBD1 ecu.

Should I be okay with going to 11:1 comp, and just either upping the fuel pressure or putting in a slightly larger set of injectors?
