Piping Size?

I bought a 1993 EG4 I believe it is(no sun/moon roof.) and the guy put in 3" piping. I'm being told I should swap it to 2" or 2 1/4". What do you guys think?

If its not turbo and not making 400+hp then switch it out for 2 1/4" (stock) or 2 1/2" (for anything else) at the most

Okay, does anyone know the pricing for the parts? My uncle can do it if I get the parts. Might toss in power steering as well, I don't have any.
