Default SRS Light Issues

I tried resetting my SRS light but it does not reset. Does this mean that I have something that needs to be fixed?

Symptoms are: horns do not work, and cruise control doesn't work. I've been told that I need a new clock spring.

Also do you have to plug the yellow sensor back into the "dummy" socket?

With the CC and horn not working and the SRS light on, then it is going to be either the above connector; one of the clockspring connectors; or indeed a new clockspring (a.k.a. "cable reel assembly" at Honda parts stores).

Junkyards tend to have plenty of the cable reel assemblies. They do not fail often, so I would suspect a loose plug first.
