Icon2 Car feels like its gonna die, sputters....

ok here is the deal.
i own a 96 civic Ex with a d16y8. only ups are short ram intake, DC headers and exhaust.

Everytime i stop on a stop sign, light or just stop and i go give it gas and car goes over a puddle of water, it starts to sputter and it feels like its gonna die all when i keep my foot on the gas the same amount. and i dont give it much gas. just like enough for it to start going. and when i give it more gas it doesnt do much. but when i release the gas and give it more(just enough for it to move) it feels like im almost flooring it.

im stumpt. im thinking water might be getting into the intake but the water isnt even that high up. just a puddle.

any1 have any ideas?

does the problem eventually go away, if you don't run over a puddle? how long does it last?

yea. it does away after i pass the puddle. about 25 feet or so.
and it only lasts until i release and re apply the gas.

is there a wierd noice when you turn it on and let it run for a while.Or when you shift from first gear to second gear.

does it happen around 2500 rpm.. when you reapply the gas are you pushing pretty hard?

nope no noise. sounds good.
and it happens b4 2500 rpm. when i re apply the gas, i just barely push it the gas
