Default Engine won't rev past 3500 RPMs and check engine light is on...

I recently went to look at a 1990 Honda Civic 4 dr wagon to start using as a daily driver. Everything was fine with the car until I test drove it and i tried to go past 3500 RPMs in first, then it started to jerk, so I shifted into second and didn't try to take it past 3500 RPMs again. However it does do it in every gear, even when the car is sitting and in neutral and you rev it, it still does it. Also there is a check engine light going on there. Anyone know what might be causing this? Thanks in advance.
