Default 93 Honda Accord EX

My heater stopped or never worked, not sure but when I turn on my heater only outside temperature air comes in. Cold A/C doesn't work but fans work.

Can you select where the air comes out and/or is it that you can't modulate the heat (temp) that the system pumps out?
Which fan(s) are you speaking of?
Radiator coolant fans?
heater Blower Motor?

Yes, I can select were I want the air to come out. When I turn the **** on the switch that makes the temp from cold to warm, the air temp doesn't seem to change. Radiator fans work as well as the blower motor, it just doesn't heat up.

The most common failure of this type has the HWCV (Hot Water Control Valve) as the usual suspect. It usually binds in one position (either open (always hot) or closed (always cold)). The problem arises when the actuation push/pull cable(s) kink from trying to work the HWCV.
To get some heat in the car for winter (and buy yourself some time to plan your repair stratagy) you can locate the HWCV on the firewall (engine side) and manually open it to allow hot water to circulate thru the heater core.

Are you the original owner, or did you buy this used?

Hopefully the previous owner didn't suffer a heater core failure, and blocked off flow to the core just to get it sold.
Hopefully, you won't find several spark plugs inserted into your heater hoses....
I can't find an image of a valve for you, but basically; it will have two hoses attached and also have a control lever connected to a wire cable.
Good Luck

It will be located behind the engine. Between the firewall and engine center of car. You may be able to move the valve manually to get heat.
When I bought my car, the cable that connects to the temp control came loose right behind the dial. I manually opened the valve in order to get heat until I had time to pull the dash apart. Mine is still a little sticky in the center of the temp range, but it functions good enough for heat in the winter and cold a/c for summer.
