Blower motor relay is located in the under-dash fuse/relay box.

On most Honda, this relay is powered all the time with the key on. The blower motor itself is looking for a ground from the blower motor speed switch on the control panel. The control side of the relay, the coil, is always hot with key on, hense, you can use the fan when the motor is not running, in turn the relay is energized pulling the switch side of the relay closed giving power to the blower motor. The motor does not start because there is no ground circuit yet but if you test for power with a test light at the blower motor connector, both wires will be hot, this is what throws many folks for a loop, how can both wires be hot if the motor is not running, some folks dont understand how both wires can be hot anyways, this does cause some confusion.

Your test light or voltmeter does not pull enough amps to allow the motor to start, just enough amps to light the bulb or move the voltmeter.

In your case, you can swap with another relay for test purposes, I will guess that the Radiator Fan relay is the same style and should be interchangable, the problem is this relay is located in several locations depending on the model of car. Normally on a Honda, the Compressor Clutch and Condensor Fan relays are the same but do not interchange with the Blower Motor and Radiator Fan relays.

Just a little theory, let us know what else you need if swapping relays does not help with your blower motor.

This is the diagram that I am following my problem is that my blower is not coming on..The blower is still good I took it out and tested on my other Accord worked fine.. I found out that my #8 fuse is not getting any power I am getting power to the #17 and i see that the only thing else is the relay.. BTW it is not in the under hood fuse box....

You may have to remove a panel to get to it. Here are some illustrations, the illustrations may actually be at a different orientation than how you would normally see it.

Good to hear that you got it going, you mentioned no power from #8 fuse, did you mean there was no power on that leg of the blower circuit or was there a problem before #8 fuse also. And where did you get the schematic drawing, I have not seen one that looked hand drawn but had regular font for the words.

I would say on the other image that terminals 2 and 3 were coming from the two fuses, is there a small schematic on the actual relay to tell you which terminals are for the coil and for the switch portion of the relay.

Thanks for all the good info on this specific vehicle.

I have specific into on a '95 Odyssey, the colors for the relay and the pin configuration is the same but the relay is in a different location.
