Default B16A2 OBD-2 to OBB1

I have heard different opinions and specs about the B16A2 American Si motor being categorized as the weakest B16. Also, with the lowest hp, and compression, is it worth it getting this motor? I can get a tranny and motor for about $800 bucks. Since it's OBD-2, how would I get it to run with an OBD1 P28 ECU? Would it be worth it to buy this swap, or would I be better off getting a sohc vtec D15B with Si trans and clutch kit also with a p28 ecu??? Seems like it would be just as fast IMO.

Lol... mispellled the title, its OBD-1 not OBB1 lol.
