At what point does a turbo kit become NOT smog legal?
I'm going to throw out a guess and say its the 12:1 FMU. Probably makes it run too rich too pass emissions when its boosting.
External wastegate venting to atmosphere is key... also the fact that a large turbocharger cools down the exhaust enough that it makes the catalytic converter significantly less efficient, especially on startup. Even with perfect fuel tuning it won't burn as clean as a non-turbo car, unless you take some serious measures with startup fuel and ignition to heat up the catalyst.
If you add things, most of the time those boners won't notice because they really don't know much about cars anyway.
Either they'll pass you with the carb sticker, or they'll fail or not inspect you because they don't know what is what. A place here wouldn't inspect me for having a cone air filter before I had the turbo on.
As far as I know, air filters do not have to be carb approved. Depends all on where you go though.
