Default strange acting d15

hey guys its been a while, well my buddys got a 93 civic w/ a d15, it is idleing strange, tach keeps reving by itself durring idle from about 800 rpms to 15-2000 rpms, it also will jump arround while driving or idleing, it will max out, go to nothing, ect w/o reving the engine. it shuts off randomly as well i believe the shutting off and possibly the reving to be the main relay by the clutch pedal. do you think the tach jumping is caused by that too? or could the gauge be bad? thanks guys
