Default Changing bulbs on 07 coupe- why?

I guess this question is part laziness and part disbelief. I ordered some brighter bulbs (low beams) for the car and went to install them yesterday. I pop the hood and then figure out that this isn't going to be a quick swap.

Why on earth would Honda design the lights so you need to take apart the plastic in the wheel well just to change bulbs?
