EGR ports in the intake manifold are clogged, control system for EGR not opening EGR. We do not know what car you are talking about, please include your info in a signature for us. Does the EGR valve have a lift sensor on top of it.

There are two additional players in the egr system.
The Lift control solenoid (fender mounted)
The Lift Sensor (Egr mounted (Year specific)
Basically, the Ecm commends the solenoid to lift when it "see" too much free oxygen in the exhaust system during closed loop operation. It does this by activating the EGR Control Solenoid. It verifies the EGR movement (lift) via the Lift Sensor and keeps watch on the o2 sensor's output.
The trick is to determine if anything's wacked or not

The ECU does monitor the lift sensor but just because the lift sensor may be working and reporting a good signal, this does not mean that the ports are unabstucted, this is the job of the MAP sensor.

The ECU will command the EGR valve to open, it sees it open via the lift sensor and the MAP says there was a vacuum change to show EGR flow of sufficient amount. All of this along with other items in the EGR control system could all cause a MIL to illuminate.

Can we have the rest of your info please, year make model engine and DTC (code).

ROFLMAO.

You guys are just too much..........
Everybody has the FIX and you don't even know the basic information,
WHAT YEAR or WHAT CODE.

I'll have a heart attack laughing if the OP comes back with an 87 LXi

Read your own signature, is it wrong to ask a noob to make a signature with their car info in it so nobody ever has to ask what the hell we are trying to fix. Yes we already gave the troubleshooting info anyways but lets teach people how to help with the basic info too. Its bad enough that folks dont read the FAQ or the forum rules or do a search in H-T or even in Google, who cares, but lets teach them something so they dont need to be so dependent on others all the time. What so they expect for free, I am here to help but I would like my help to be as specific as possible, yes it does depend on my mood that day and I can be a dick and give a link to the search tutorial but help them to help you, its that easy.

This OP still has not commented back with any further updates, not have they verified a members guess of code 12, the car could be OBDII.
