Default fast blinkers, normal hazards, how to fix?

So when I use my turn signals, they flash super fast, but when I turn on the hazards, it flashes normally. I don't like the fast flash. I have tried switching the flasher relay at the fuse panel, and swapped in the correct light bulbs, and made sure all other bulbs were working. Still the same thing. Does anyone know how to fix this, or what I might be missing in my efforts. Or which ways to make this happen so I can maybe reverse that and hope it fixes it?? Thanks for the help....

It's both left and right when using the turn signal, they both blink fast. When the hazard switch is on, they both flash normal.
