fast flash blinkers, normal hazards

posted twice by accident. Sorry. Use the first one
So when I use my turn signals they flash super fast, but when I turn on my hazard they flash as normal. I don't like the fast flashing. I don't have any bulbs that are burned out. I have tried swapping all the bulbs, and replaced the flasher relay at the fuse panel in the car. Does anyone know how to fix this, or what I might have missed in my attempts? Or does anyone know which ways to make this happen so that I can maybe try to reverse it? Thanks for the help...
