Stick your hand through the front bumper and see if you can find the cable. If you can find it try to pull it straight down, if it doesn't want to unlatch push down on the top of the hood a little. I had some work done to my car recently and when I got home to look over everything again, I couldn't unlatch my hood either. I had a new radiator installed so I guess something got put out of place, I don't know, but anyway this is how I opened it when my release inside the car wouldn't work.

have someone push down on the hood while you pull the release from the inside

I had to do that on my CRX after the hood got bend a little, wasn't able to open the hood without 2 people till I replaced the entire hood.

In the driver's footwell, does the cable still fasten to the hood release lever assembly a few inches forward of the cable end stop, in the groove in the assembly? And can you still get tension on the cable by pulling? Or does it seem like the cable is actually broken through and pulling on air?

If you can still get tension, then make sure the cable is fastened securely; maybe stick a 2x4 of appropriate length in there to secure it well. Then pull hard on the cable end stop with pliers. This should pop the hood. Getting the right leverage is a little tricky, but the 2x4 should help.

Plan on replacing the cable. It is not a hard job. See the writeup at http://honda.lioness.googlepages.com/hoodreleasecable
