Cannot get his DX started

Cannot get his DX started
Well my brother got this Civic DX with a 1.5 and a bad tranny. We had the car running fine when we left to go get a tow strap. We came back a few hours later and it will not run. It is getting fuel and spark... we check the timing on the timing belt and that is in check. Just sits there and turns over. Been running down what it would be but I am kinda stuck.

Sorry for such a late follow up.
The problem is still beyond me. BUT...
We replaced the battery and it fired... was weird cause jumping it would not work. All I can say is that the car was not seen 12 volts from what I can gather
