Id open it up and see if its been chipped. It sound like it has but i have no idea why the redline would be so low.

Ok not being an *** but do a better job looking. There is solder on every inch on ecus. To better understand weather or not your ecu is chipped check the link and tell us what you think when your done. http://www.xenocron.com/install/Xenocron-ECUs.htm

LMAO. sounds like something i would say. no i have my stock tach. the only thing is that my car used to be auto and i converted it. so the tach is an ex auto tach. you think that would cause the problem?

and about the soldering i ment no soldering anywhere out of the ordinary like uhh where the chip is suppose to be.

I'm running a 95 si cluster in my 92 cx...I have a gsr swap as well running a stock p72 and my limiter hits at aorund 7500rpm....thing is my tach is off..its actually hitting 8200ish but indicating otherwise just because its something either in the cluster itself or somewhere else...you should, I would hope, be able to tell the difference in sound between 6500 and 8200rpm..try hooking up an external tach and see if you get the same results.

when it hit redline at 6500 rpm it sounds like it should be at 8200 but im not 100% sure. but i dont have an extra cluster to test out

so your cluster can do that to you...cause i have a 97 civic ex with b16a.....and a stock p2p ecu with vtec controller and it redlines at 7k rpm....and sometimes t 6k rpm but it sounds wierd when it redlines at 6k rpm....
