I still would try another ecu, is your gsr a auto? Shouldnt it throw a code if its not a auto or theres a separate control module for the auto.

Why were you using a P28 automatic on the GSR swap?

Re: (sol2hatch)
like sol2hatch said it the only ecu I had. And it was auto because I did the GSR swap/auto to manual conversion at the same time. My CEL works because it threw code 41 for o2 sensor and I changed it and in went out but still recline at 6500 RPM. I'm running out of ideas.

Is the ECU JDM or USDM? Grab your stock ECU and compare it side to side, if it's JDM, the JDM ECU will be a little bit smaller than a USDM ECU. Auto GSRs were only available in the Honda Integra SiR-G, so if you've got a USDM ECU, then it can't possibly be automatic.
Also, I don't think the Auto ECU has a lower redline, I had an Auto LS/VTEC DB7 with JDM P30 AUTO ECU and it would usually shift around 7800rpm at WOT, but I never had the Auto P72, so I can't say for sure.
Usually a low redline is an indication of a timing belt one tooth off or a bad distributor.

Check your timing belt first, it's easiest. Pop your valve cover off, turn the engine to TDC and look to see if the marks line up. Swap distributors with someone else to see if that's the problem.
Edit: On the distributor part, it's usually the coil that causes the problem. Your stock SOHC coil should be interchangeable if you don't have another distributor to swap over for a quick test.
