Air Conditioning. I know the car doesn't have A/C, but thats what they're for.

can i just cut the wires off and tape them up so that these ugly relays arent just sitting there in my engine bay with no purpose? is there a better way to remove them more completely?

That's the a/c relay. There is a plug near the pass. fender well under the air intake. You can unplug them there and remove them.

Also don't cut them, you never know what you can get for a/c parts $$. Follow the wires back to the plug and unplug them.
