Should i rebuild my B18A1?

Ok, so i have a 1990 Integra LS that i have had for a while. I came home one day from work and parked it and went in to bed. The next morning i came out and it wouldn't start. after a while of looking for the problem i found it to be the timing belt was broken. Only thing i can think is it broke when the car was shut off or something. Not exactly sure. Anyways i was going to get a new timing belt when i decided that it might also be a good idea to swap the gaskets and such. Then i got the idea in my head that i really have no idea how many miles the engine has on it (previous owner told me it was a swap and had 90k on it but im not sure i believe him).
So my question is should i replace the rings and berings and do a rebuild on it? The only problem it had before was after about 20-30 min of running when i stoped at a light or something the engine would rev up and down like it was struggling to stay running. So should i do the rebuild or should i just do gaskets and timing belt(including tensioner and waterpump)?
I normaly hate to post new threads when i can usually find it doing a search but im unable to find the info im looking for. If i should post this in a different area of the forum please let me know.

No you should sell it to me so I can stroke it to a 2.2
If you have the money, time and know how I say go for it. At least this way you'll know the quality of work done to it, and how old everything is on/in it.
As for the idle surging have you thought to clean/replace your IACV (idle air control valve) mounted on the back of the intake manifold? Mine did that shortly after I bought it, I took the IACV off, sprayed it out with brake cleaner if I remember correctly and let it dry overnight, put it back on and the problem was solved.
