Would've been quicker to just look yourself, not hard to spot them

My vote is the Small Lights Fuse which should be under the hood.

it is small lights fuse under hood(as stated above)...if it keeps popping you grounded something out and check your wiring

If it had been just the dash lights, I would have said you most probable pinched it between the radio chassis and a dash support. They could have pinched wire/wire and gotten the same effect.
But this also involves the tail Lamps too.
Look specifically for the Tail Lamp Fuse. It powers all the non-Stop Light bulbs in the rear and the dash illumination system takes it's power from the Tail Lamp Circuit (post fuse).
As a long shot, check that you don't have any water sloshing around in one of the tail lamps. It's not uncommon for this generation Accord's lamp / body gaskets to dry out - allowing water into the lamp. You MAY have a damaged lamp socket - thus the blown fuse.

Honestly before even posting this you should of popped the fuse box under the hood, looked at the diagram located on the cover of ever fuse box and determine which one had to do with the problems, pulled them and checked them..
Then you should of looked at the fuse box under your dash on the driver side..

that's good you got it resolved but you should take action in getting the water out of the taillight asap as this can cause damage.,...easiest way is to use a small rotary sander and make a drain hole at the bottom of the tail light

Better still:
Have Honda order up the correct Lamp / Body gasket and install the ^%$&# thing!
You're gonna end up doing it anyway drilling holes or not.
Hint... the gasket will fix it.
