Default E brake problems

I have a 96 ek hatch, i did a rear disk conversion, but now my parking brake or e brake sucks. It doesnt hold very well. The pads are not to worn either are the rotors. I have adjusted the the cable inside the car a bunch of times and now it is maxed out. It is firm but the brake barley holds. I am guessing the cable is not stretched cause of how tight it is, and how low it locks now. has anyone had problems like this? Wondering if it is a caliper prob?

Which cables did you use? I've got Integra cables on my rear disc and it's kind of sheisty too. If you don't already have them, you might want to look into 99-00 Si rear cables, about $45 apiece at many online parts sites.
