just get the right cluster for your year car, not that hard. junk yards, ebay, wherever. they're usually around $50 and that way your cluster will fit in your dash and under your bezel, and your hazards and dim light and everything are all set, maybe i don't see the point but it seems stupid not to have the right year.
i bought a 90-91 cluster for my 89 a while ago, i acknowledged that it was wrong, held on to the cluster, sold it to a buddy with a 91 and eventually scored an 88-89, and it was easy as hell to install and everything worked, i know it sucks not having a tach, but i still drove the car and kept my dash/cluster/bezel together until i got one, i personally would never bother re-wiring/pinning whatever you want to call it just to use the wrong cluster.
unless you've found a way for your 91 cluster to fit with the rest of your dash? did you grab a 90-91 bezel also? because when i tried my 91 cluster wouldn't even fit where it was sposed to in my 89 even if i had tried to install it, much less the plugs not matching up. seems like a long post but in summary:
- i think it seems more reasonable to have the right year cluster in the right year car
- even if you do get it wired up to work, is it even going to work physically in your car? because an 89 bezel does not fit and fasten securely over a 91 cluster, to my memory. if i'm wrong someone holla at me

b16_ef has an 88-89 cluster, its right in the ef forsale/wanted section, hes in west virginia. there's clusters out there- theres no way that converting is easier than getting a new one, even if you dont have the money you can sell the 91 cluster and get your money back, or try to find someone to trade
