08 ex-l steering wheel on 09 lx-s?

08 ex-l steering wheel on 09 lx-s?
2 questions:
1. i'm guessing the 08 wheel should fit my 09 without problems - i just wanted reassurance.
2. is there anyway to get the radio controls to work on an lx that doesn't originally come with them?
(reason for change - i like the looks/feel of the ex-l wheel better w/out the 3rd arm, and only having the cruise controls on one side of the wheel and nothing on the other drives me nuts. i'm weird about evenness and balance...)
