new motor in teg starts up and revs to oblivion w/o touching throttle
like said above me... its gona be a vacuum issue...
your intake manifold and throttle body are the gateway for air to enter the engine... any holes or bad gaskets will cause the engine to rev up.. but if its reving up that badly then theres a lot of air getting into the engine

I had a kid show up asking me the same question about a week ago. Turned out the kid he bought it from had taken the butterfly set screw out and put it back in from the top. Could be your issue, but more likely vacuum.
