Well, those tires are a bit too big for your car. If you already have them, you can try them to see if they rub. But once you wear them out and you have to buy new tires, the size you should be buying is 205/40-16.

When buying rims, you will need to get ones with the same bolt pattern as your car (4x100), the proper offset (I don't know what that is), the proper center bore (56 mm, I think) unless you get hubcentric rings, the best width for your tire size (16x7 should work best), etc. If you're buying new, the rim seller should know what fits your car. If you're buying used, find someone who is using them on an older Civic like yours.

The sidewall is too tall. As a result, the outer diameter of that size is almost 3 percent larger than the outer diameter of your stock size. That, along with the 30 mm wider tread width, can result in rubbing. 205/40-16 is just as wide, but the diameter is closer to stock and it shouldn't rub.

For a 94 EG with a 7" wide wheel?

Somewhere in the +20 to +45 range. The lower the offset, the more likely you'll need to add camber and/or roll/pull the fenders to avoid shredding the tires. +32 to +42 is the "very safe" range, in terms of not having to do other mods to fit the wheels.
