you dont want anything lower than a 15 offset.... but i would recommend like 27.. 15 you have to super duper flare

Stretching a tire onto a wheel that is wider than approved for it is UNSAFE. When you do this, excessive stress and heat builds up in the sidewall of the tire, and can lead to tire failure (blowout, etc). DON'T DO IT.
On a '92-95 Civic, stick to wheel widths that are approved for the proper tire size for your car. The best fitments are 195/50-15 tires on 15x6 or 15x6.5 wheels, or 205/40-16 tires on 16x7 wheels. Stick to those.
