I have a 99' Honda Accord and I'm wondering what year wheels fit my car. As far as height/width and do all Honda's have 4 holes that universally fit?

AFAIK the information on that website is correct for Accords. (I believe that the S2000, like the NSX, has different offsets front vs rear, which is not indicated there.)
There is a lot more to wheel fitment than bolt pattern. For example, the center bore, offset, and even the design of the spokes can all play a role. However, if you match the bolt pattern (4x114.3 for '99 Accords with 4-cylinder engines, 5x114.3 for those with a V6) and center bore (64.1 and 70.3 mm, respectively), wheels are likely to fit, and even more so if they are made for the same model (Accords) since the offset is likely to be similar.
