Default connecting the hub to the lower ball joint arm 1990 civic (HELP)

ive gotta 1990 civic hatchback.
i cant seem to connect the hub to the lower ball joint arm. it lacks about 1 or 2 inches when i try to force it to connect. Its almost like the cv axle wont move enough to enable me to push the hub far enough to put in the ball joint in the hole of the arm.

any body have any suggestions?

make sure that the inner CV joint is seated in the transmission and the outer CV joint splines are thru the hub - lift the knuckle/hub assembly up as high as you can get it and place the ball joint stem in the control arm
