Default Wheel paint is bubbling, any fix for this?

I am getting a new (used) car tomorrow and when I looked at the wheels the paint was bubbling on them. They are factory rims and factory paint.

Can I just take this to a tire shop or a body mechanic and they'll be able to fix it?

They are 16" Mazda Protege5 rims and they don't seem to have any curbage, just the paint bubbling problem.

Would it be cheaper to just buy some different wheels?

The tires on the 16s are performance tires and being in Chicago, that's not a good option for winter. So I might get some cheap steel rims with WS50s or something for the winter.

In the meantime, should I get the MP5 wheels fixed or get some aftermarket wheels?
