The big round thing in the pic is a FMU, used in the 90's to add fuel when under boost.
The thing on the fuel rail that you asked about (i am guessing), is a fuel pressure regulator. Its used for a set fuel press adjustment.

purple piece is the fuel pressure regulater that blue **** is a fmu basically it just adjust the fuel pressure in the car if your runnin turbo nitrouse supercharger.

Purple thing mounted on the fuel rail is the Fuel Pressure Regulator...or FPR. It regulates your fuel pressure.
Blue thing mounted to the firewall is a Fuel Management Unit...or FMU. It is basically a rising rate fuel pressure regulator. You feed a vacuum signal to it and as boost is increased, so is fuel pressure by a certain ratio determined by it's internal diaphragm.
