What is this hole?
Regardless of what it is, Change the %^$#@ water pump and worry about the hole later.
The vent hole on a water pump is traditionally on the bottom (behind the drive pulley) where the waterpump's shaft and bearings are located.

Yes it is a weep hole for the water pump; there is a service news article about it "don't cry over weep hole" or something like that.
Remember when your service manager gave you that copy to put in your service news book?
The article goes on to say that 'some' weepage is acceptable, yet they give no amounts or definition to what is actually acceptable.
It means the shaft seal in the water pump is letting coolant thru.
So IMHO a few drops a day would be okay, but a stream like a cow pissing would be bad.
