Default OBDII ECU on engine older than 1996?

I was just wondering if it is possible to use an OBDII ecu from a prelude on an H22a1 with a jumper harness. I wanna put an H22 in my 99 accord but I need to pass emissions. The thing is that I dont wanna spend 4000 bucks on an H22a4.

Any H22 from a USDM Prelude built for or after the 1997 model year will be an OBD2 engine, with all the required equipment. As will the H23.
Check your local inspection laws with regards to engine replacements - it varys widely between states and municipalities.
Here in Rogue Island, all they care about is that the system passes a system scan (events log (etc)) and the puff out the back is clean.
Other places won't tolerate an older engine being installed. (Left coast especially)
I would think as a general quide, if you jacked up all the plumbing, manifolds etc and slid an h22 under it - no one would know

ok but can I use an engine from a prelude older than 1997 and use an OBDII ECU with a jumper harness?
